Role overview

The primary responsibility of the Project Manager is to plan and deliver IT projects, to time and budget on behalf of the IT department, and in accordance with the IME project Governance and Control lifecycle standards and best practices. Responsible for the full end to end project delivery, from project initiation through to closure via a matrix management approach.

A solid experience is required of best practice project management gained in a complex, fast-paced commercial environment with a strong delivery focus, excellent communication skills gained with stakeholders at all levels within the business. A proven track record of delivering a variety of technologies is essential i.e. Infrastructure, BI, applications development, COTS, web, Cloud.

Principle accountabilities

Delivery Management

Primary responsibility for projects, ensuring delivery is on time, within budget, to agreed scope.

Understands & applies the appropriate project management disciplines, i.e. planning, resourcing, scheduling, monitoring, reporting and risk, issue and dependency management

  • Establishes an effective project organisation structure

  • Responsible for the budget reporting and expenditure associated with projects.

  • Responsible for project resource planning and monitoring

  • Contributes to research into solutions evaluation & design to ensure delivered solution is efficient, cost effective and meets the Group’s architectural standards.

  • Manages and contributes to the selection of supplier delivery relations for technical partners, software vendors and contract agencies

Change & Configuration Management responsibility

Maintain external relationships with clients, stakeholders and key customers to ensure delivery meets requirements

People Management

Responsible for project team shaping, building, management and motivation.

Matrix management with responsibility for permanent and contractual staff

Quality Management

  • Responsible for managing the quality of deliverables for projects ensuring standards are applied.

  • Responsible for ensuring all testing is carried out and approved between appropriate parties, including the business users.

  • Ensure the delivered technical solution meets the requirements including approval from relevant governance boards.

  • Ensure the delivered project meets the needs of the business as specified in the original requirements and that the agreed quality standards have been met.

  • Responsible for reviewing & approving the quality of project deliverables

  • Responsible for ensuring that the delivered project is maintainable and handed over with appropriate documentation

Communication

  • Responsible for reporting and presenting on project status to the project team and management

  • Planning facilitated sessions for any aspect of the project including problem resolution, design, and analysis and planning.

  • Responsible for creating and adhering to the project communications plan, ensuring it targeted appropriately to the stakeholder and project audience

Skills, knowledge and behaviour

  • Good awareness of Project Management disciplines

  • Experience of budget management

  • Proven decision making ability

  • Ability to manage and develop people effectively

  • Good communication & influencing skills with stakeholders at all levels

  • Good understanding of end to end IT delivery lifecycle.

  • Good understanding of Enterprise solutions

Qualifications and experience

  • 15+ years’ experience of IT in a multifaceted technology environment

  • Minimum 10-12 years’ experience in a Project Management role

  • Quality focused and with a commitment to best practice

  • Basic Business Analysis skills

  • Ability to multi-task and keep results focused

  • Trained in formal project methodologies – Prince 2, APMP

  • Awareness of different methodologies, e.g. waterfall, Agile

  • UK Government SC Clearance

  • Commercially aware and experienced at Vendor Management

  • Proven record of successful project implementation

  • Team management experience

  • Excellent communicator with the ability to build rapport and perform stakeholder management at all levels

  • Thorough knowledge of MS Project

Successful candidate must be a UK Citizen and have resided in the UK for at least the last five years. Must be willing to obtain personal security clearance to work on UK Government matters.
